A frame grab from the video of the May 9 incident in Balintang Channel shows how Philippine Coast Guard personnel chased and fired at a Taiwanese fishing boat, resulting in the death of a Taiwanese fisherman. The National Bureau of Investigation on Wednesday, August 7, recommended the filing of charges against the PCG personnel involved. Of the 10, eight will be slapped with homicide charges. The shooting incident sparked a diplomatic row between the PHL and Taiwan which  threatened the future of Filipino workers in Taiwan.   GMA News/NBI
